    Ms Millicent Mkhatshwa is an Environmental specialist at TotalEnergies, with 8 years of experience in contaminated lands, environmental management, and project management. Millicent joined TotalEnergies in July of 2013 and as part of her role in the remediation team, she has been involved in site assessment and remediation activities across a portfolio of sites in several regions. Her scope also covered site decommissioning and new investment, Part 8 notification till the closure of Part 8. She works closely with DFFE to ensure the successful closure of all contaminated sites post-remediation. She provides advice to business on environmental requirements that affects the organisation. Her background is in Environmental Sciences and was previously an Environmental Management Inspector working for the provincial and National Department of Environment Affairs for 6 years; conducting strategic complaints audits and responding to environmental complaints.

    Environmental Control Officer at DFFE

    Matjelele works at the Department of Forestry, Fisheries and the Environment as a Environmental Control Officer Grade B (Environmental Specialist/ Remediation Specialists) in the Directorate Land Remediation under Chemical and Waste Management Branch. He has been working in the Department since 2009.

    He ahs also for the Directorate of Hazardous Waste and Licensing and Chief Directorate of Chemical Management, where his responsibilities included the Review of EIA reports and the Issuing of licences or permits to ensure that pollution of environment is prevented; and to implement requirements of Chemicals Multilateral Agreement in the chemical sector.

    He is currently responsible for developing, reviewing, and implementing framework for management of contaminated land in terms of Part 8 of the Waste Act under the Land Remediation directorate, in order to give effect to true meaning of the right to environment that is not detrimental to human being as per section 24 of the Constitution.

    Matjelele has extensive knowledge of development and implementation of waste and chemical policies, legislation, tools, Norms and Standards, regulations, Chemical and Waste Multilateral agreements, and their application thereof.

    He hold a Bsc Degree, Honours in Microbiology, a BCom Human Resource Management, and a Master of Business Administration, LLB degree, various advanced certificates in areas of leadership, environmental management, project management and research. He has served in different leadership capacity since leaving university and serves on different leadership capacities within the Department.

    Ian Felton

    Environmental Control Officer at EDTEA

    Ian Felton is a Control Environmental Officer with the KZN Department of Economic Development, Tourism and Environmental Affairs [EDTEA]. He currently heads up a newly established unit within EDTEA related to the development and implementation of IEM tools and instruments within KZN. He is an experienced environmental management official with nearly 30 years experience in conservation, ecology, environmental management, impact assessment, environmental planning, and, compliance monitoring and enforcement; and, holds a Master of Science Degree from the University of Wales (Aberystwyth).
    He was previously employed in the ecological research field in Ezemvelo KZN Wildlife, before joining EDTEA initially in the EIA component and thereafter the Environmental Planning unit. He is a designated grade 2 Environmental Management Inspector and has more than 10 years experience as an EMI in compliance monitoring & enforcement and undertaking criminal investigations for a number of alleged environmental offences committed in KZN.
