On 21 May 2021, the Minister of Mineral Resources and Energy published a draft National Mine Closure Strategy under the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). The aim of the strategy is, among others, to manage the closure of mines in an integrated and sustainable manner, promote a strategic approach to managing water at mining and mineral processing sites, and to integrate environmental management and closure activities with socio-economic interventions and aligning these with a sustainable post-closure economy. Comments on the draft strategy must be submitted to the DMRE before 23 July 2021

On 11 June 2021, the Minister of Forestry, Fisheries and the Environment (DFFE) published the amendments to the EIA Regulations, Listing Notice 1, 2 and 3 of the EIA Regulations,2014 for activities in terms of Section 24(2) and 24D of the NEMA, 1998 ( ACT NO 107 of 1998). The amendment is related to mining and associated activities.


At this webinar, the DMRE will present the draft Mine Closure Strategy, and the DFFE will provide feedback on the recently gazetted Amendments to the EIA Regulations (2014, as amended).

    Reuben has a total working experience of 21 years in the engineering and financial industry, working as a Director/Manager for Mine Closure and Rehabilitation projects/programme; Project Engineer and Environmental Technical Assistant. This experience was obtained whilst working for the following Companies: Golder and Associates previously known as Wates Meiring & Barnard; SLR previously known as Metago; KPMG Auditors; and Department of Minerals Resources.
    He has handled various environmental engineering projects in their different stages, including the ones which he managed from the very beginning (all EIA&EMP/r technical requirements) to the end (technical operational management). He understands the financial and ethical importance associated with the time frames within which projects have to be completed.
    His academic qualifications include a National Diploma in Engineering (Civil), Advance and Postgraduate Diplomas in 'Project Management, and Executive Development Programme in Business School.
    His experience has embedded in him, the ability to adapt quickly to different organizational cultures, and to work within specified policy frameworks, processes and guidelines. He is a hardworking person with ability to take decisive steps at critical moments without compromising communication with stakeholders.
