    Ian Felton is a Control Environmental Officer with the KZN Department of Economic Development, Tourism and Environmental Affairs [EDTEA]. He currently heads up a newly established unit within EDTEA related to the development and implementation of IEM tools and instruments within KZN. He is an experienced environmental management official with nearly 30 years experience in conservation, ecology, environmental management, impact assessment, environmental planning, and, compliance monitoring and enforcement; and, holds a Master of Science Degree from the University of Wales (Aberystwyth).

    He was previously employed in the ecological research field in Ezemvelo KZN Wildlife, before joining EDTEA initially in the EIA component and thereafter the Environmental Planning unit. He is a designated grade 2 Environmental Management Inspector and has more than 15 years experience as an EMI in compliance monitoring & enforcement and undertaking criminal investigations for a number of alleged environmental offences committed in KZN.

    Mrs Happy Simangele Khambule is a registered Environmental Assessment Practitioner (EAP), Reg. No. 2019/839; also a designated Environmental Management Inspector (EMI) Grade 2. She holds a BA Honours Degree in Environmental Management from the University of South Africa attained in 2014 and attained her junior BA Degree in Environmental Planning and Development at the University of Zululand in 2008.

    Mrs Khambule is a Deputy Director: Environmental Services (District Services) at King Cetshwayo District office of the KZN Department of Economic Development, Tourism and Environmental Affairs (EDTEA). She has fifteen (15) years of experience in the environmental management field. Her responsibilities include overseeing and overall management of the five (5) line functions of the environmental services directorate, namely: Environmental Impact Assessment [EIA]; Pollution and Waste Management [PWM]; Compliance, Monitoring & Enforcement [CME]; Environmental Empowerment and Advisory Services [EEAS]; and Environmental Planning, Governance and Information Systems. She also has to ensure efficient and effective district operations for the King Cetshwayo office.

    Vanessa Maclou is employed by the KZN Department of Economic Development, Tourism and Environmental Affairs (EDTEA)and is based in the Head Office where she is heading up the Policy and Processes unit and is responsible for environmental governance, policy and law reform and strategic EIA’s. She is a registered EAP and a Grade 1 EMI with over 20 years’ experience as a compliance officer.

    She holds a LLM degree in Environmental law and a BSc degree(Chemistry, Microbiology) with Honours certification in Water Quality Management :Technology from the University of Pretoria, Faculty of Chemical Engineering. She holds a certificate in environmental Technology from Ngee-Anne Polytechnic University in Singapore. Her certification in Integrated Coastal management was obtained from UCT campus. Advanced Waste Management; from the former Natal Technikon as well as Environmental auditing - ISO14001 certification and a host of EIA related training certifications.

    She has over 30 years’ experience in both water science and environmental laws and has reviewed an authorised hundreds of development applications in her previous role of a district manager for the Durban district office.

    Worked in UK Environment Protection Agency as an Environmental officer, based in the Leeds and York offices where she also worked closely with the Scottish Environment Agency studying policies for the control of hazardous chemicals used in local businesses. She attended the Chemical Forum at University of Edinburgh gaining exposure to academia deliberating on possible research proposals for Scottish Chemical cluster.

    In her previous role as a water quality scientist, she has gained experience in landfill management and permitting, auditing of effluent and waste water treatment works and responding to pollution incidents. She has permitted sawmills, sugar mills and industrial facilities requiring water permits under the old Water Act. She is also certified in Aquatic Biomonitoring (SASS5 scientific assessment of river health) and Reserve Determination and Procedures.

    She has two Jersey wooly rabbits to keep her on her toes since her 2 daughters have grown their wings and flown the nest.

    For the past 21 years, Malcolm Moses has been employed by the KZN Provincial Department of Economic Development, Tourism and Environmental Affairs. He currently heads up the Environmental Impact Assessment component at the Ilembe District and plays an important co-ordinating function in absence of the District Manager. He has had the opportunity in dealing with a wide range of EIAs, ranging from agricultural projects, housing estates, municipal projects, commercial/mixed use developments, industrial type projects and catalytic projects. Further to his contributions to the sector, Malcolm has had the privilege to serve on the EAPASA Board in 2017/2018. He is a Registered EAP and an accredited assessor. He is a father to 3, husband to 1 and a devout Christian. As much as he enjoys and plays many sports, he loves to fish and sadly, forced to work.

    Ms Kacy Rengasamy is a registered Environmental Assessment Practitioner (EAP) with EAPASA, also a SAPI Associate member and IAIAsa member. She holds a BA Honours Degree in Environmental Management from the University of South Africa attained in 2014.

    Kacy is a Control Environmental Officer: Environmental Impact Management of the KZN Department of Economic Development, Tourism and Environmental Affairs (EDTEA). She has sixteen (16) years of experience in the environmental management field. She currently performs a systems and coordination function within the head office team servicing the KZN province with experience in the review of applications for environmental authorisations and more especially, the review of Environmental Authorisations at a strategic level.

    Beyond her passion for EIA, Kacy has a flare for engaging with people and developing people-driven methods to overcoming challenges within the sector.
